Is it necessary for arrester housings to have the same insulation withstand as for other equipment in the station?

ABB's answer

Since the primary function of a surge arrester is to limit and render harmless overvoltages to which the protected equipment is exposed, the arrester’s own insulation is obviously the best protected of all. In contrast to other HV apparatus, the insulation withstand level for arresters therefore does not need to fulfill a standardized insulation class. Instead the arrester standards set requirements for insulation withstand of the arrester housing based on their specific protection performance.
