Why is the transformer wheel roller insulated ?

And why is it necessary ?

When customer wants to monitor tank currents or activate a protection relay based on tank currents in case of faults, it becomes necessary to isolate the wheels from tank base, so that fault current does not get bypassed to ground through wheels.
In these cases all cabinets which are mounted on the transformer tank should also be insulated from main tank using suitable Fiber or Rubber insulation.
